

The City and Borough of Sitka (CBS) acquired the industrial site from Alaska Pulp Corporation (APC) in April 1999. About 80 acres of uplands and 130 acres of deeded tidelands were transferred to CBS which became known as Sawmill Cove Industrial Park (SCIP). Included in the conveyance of the property were substantial rights to Blue Lake water amounting to 43.5 millions gallons per day (MGD) or 48,720 acre feet per year (AFY), allocated in the following manner:
- 17.4 MGD or 19,492 AFY for industrial use
- 6.4 MGD NSRAA hatchery
- 11.0 MGD Unencumbered SCIP industrial use
- 26.1 MGD or 29,235 AFY for export as bulk water or bottled water. This amount of export represents but 8% of the total water allocated by the State of Alaska from Blue Lake.
- 8.0 MGD True Alaska Bottling allocation for bulk water
- 1.1 MGD True Alaska Bottling allocation for bottled water
- 17.0 MGD Unencumbered for bulk water export
